From the mysterious leaders who pull the strings behind the scenes to the Marines who enforce the law on the front lines, every rank plays a role in keeping the World Government’s grip on the world.
All the Powerful Bodies of The World Government
The Admirals
Admirals hold one of the highest ranks in the World Government’s hierarchy.
The Admirals are the most powerful military officers in The World Government and hold one of the highest ranks in the World Government’s hierarchy. They are the main enforcers of the law and are responsible for carrying out the most critical missions, often facing off against the strongest pirates and threats to world order.
In terms of authority, they rank just below the Fleet Admiral, but their power is second to none on the battlefield. Currently, the Admirals are Aramaki, Kizaru, and Fujitora. Each one is incredibly strong and possesses a unique Devil Fruit ability, making them some of the most dangerous fighters in the world.
The Admirals have immense authority over military matters. They lead massive fleets and can call upon the full strength of the Marines to enforce the World Government’s rule. When an Admiral arrives, it signals that the World Government is taking the situation very seriously. Their presence alone can turn the tide of battles, and they are feared across the seas by both pirates and civilians.
Fleet Admiral
The Fleet Admiral is responsible for making critical decisions in The World Government.
The Fleet Admiral is the highest-ranking officer in the Marines and holds absolute authority over all Marine forces. Currently, the position is held by Akainu (Sakazuki). As Fleet Admiral, Akainu is responsible for making critical decisions that affect not only the Marines but also the broader world. He oversees military operations, strategies, and the enforcement of law across the seas, ensuring the World Government’s dominance.
Akainu’s leadership style is much harsher than that of his predecessors. His brutal sense of justice means that he is willing to go to any length to eliminate pirates and enemies of the World Government. This was clearly seen during the Marineford War, where Akainu relentlessly pursued the goal of wiping out all pirates, even if it meant sacrificing his own men.
Sengoku, the previous Fleet Admiral, had a very different approach. He was also a strong believer in justice, but his leadership was more balanced and thoughtful. Sengoku often took a more strategic view, weighing the consequences of his actions rather than simply enforcing justice with sheer force. Under Sengoku, the Marines were more calculated in their responses to threats, and he preferred to handle situations with a more measured approach.
Before Sengoku, the legendary Fleet Admiral Kong also led the Marines, though much of his time as Fleet Admiral isn’t well-documented. Kong now holds a different role within the World Government, showing how former Fleet Admirals can continue to wield influence even after stepping down.

Vice Admirals and Rear Admirals
Vice Admirals and Rear Admirals rank just below the Admirals and are some of the strongest fighters in The World Government.
Vice Admirals and Rear Admirals are high-ranking officers in the Marines, tasked with significant responsibilities and military duties. While they are not as powerful as Admirals, they are still essential in maintaining the strength and structure of the Marine forces.
They play key roles in leading fleets, overseeing large-scale military operations, and serving as regional commanders. Many Vice Admirals are also in charge of escorting and safeguarding crucial missions for the World Government. Their authority allows them to command fleets of ships, execute Buster Calls (a devastating attack involving multiple warships), and act as the final line of defense against powerful pirates.
Some of the most notable Vice Admirals include Monkey D. Garp Known as the “Hero of the Marines,” a legendary figure, and Smoker Also known as “Smoker the White Hunter,” a Vice Admiral who has his own moral compass. While Garp’s strength and influence are unparalleled on the other hand Smoker is particularly obsessed with capturing Monkey D. Luffy and has been in pursuit of him since the beginning of the series.
Other notable Vice Admirals include Tsuru, an elderly but highly respected Marine strategist, and Momonga, who is often seen commanding fleets during key operations. These Vice Admirals are battle-hardened veterans with significant influence within the Marines.
Rear Admirals
Rear Admirals rank just below Vice Admirals and typically oversee specific regions or support higher-ranking officers in their duties. They play more of an operational role, carrying out orders from Vice Admirals or Admirals and managing lower-ranking Marines.
In One Piece, Rear Admirals aren’t always highlighted individually, but they serve as important leaders within the Marine ranks, helping to enforce the World Government’s rule and maintaining the order that the Marines fight for. Some of rear Admirals we have seen in the series are: Hina (Headquarters) and Prince Grus ( G- 15)
Cipher Pol
Cipher Pol works in the shadows in The World Government
Cipher Pol is like the secret spy network of the World Government. These are the agents who work behind the scenes, gathering information, carrying out undercover missions, and sometimes doing things that are morally questionable or downright illegal. They don’t operate like the Marines, who are out in the open enforcing the law — Cipher Pol works in the shadows. While there are several Cipher Pol units (CP-1 through CP-8), the most notable and dangerous branches are CP-9 and CP-0.
CP-0 (Cipher Pol Aigis Zero)
CP-0, the most feared and secretive of all Cipher Pol organizations, is known as the “shield” of the Celestial Dragons. They are the elite agents who work directly under the highest powers in the World Government, including the Celestial Dragons and the Five Elders. Their missions are much more sensitive and often involve shady operations that no one is supposed to know about.
CP0 is involved in everything from secret negotiations with powerful pirates, like Doflamingo and Kaido, to dealing with dangerous political threats. They represent the darker side of the World Government’s power, doing whatever it takes to maintain control, even if it means bending or breaking the law.
CP-9 and Other Cipher Pol Units
CP-9, a former high-level branch of Cipher Pol, became infamous after the Enies Lobby arc. Unlike CP-0, who served the Celestial Dragons directly, CP-9 was responsible for carrying out top-secret missions, including assassinations. They’re highly trained in combat and can use a special martial art called Rokushiki that gives them almost superhuman abilities.
One of CP-9’s biggest tasks was during the Water 7 and Enies Lobby arcs when they tried to capture the Straw Hat Pirates and get their hands on the Pluton blueprints, a weapon of mass destruction. They were ruthless and willing to do anything to complete their mission, showing how dangerous Cipher Pol can be.
Warlords of the Sea (Shichibukai)
For the World Government, the Warlords system was a way to maintain the balance of power between themselves, the Warlords, and the Emperors of the Sea.
The Warlords of the Sea, or Shichibukai, The Warlord System in One Piece was a unique agreement between the World Government and some of the world’s most dangerous pirates. These pirates, known as the Seven Warlords of the Sea, were given special privileges in exchange for their cooperation with the government. It was almost like hiring pirates to keep other pirates in check.
Though the warlords were bound by their agreement with the government, many of them continued to pursue their own goals. For example, Crocodile secretly aimed to overthrow the government of Alabasta while still holding his Warlord title, and Blackbeard used his position as a Warlord to infiltrate Impel Down and build his crew of dangerous criminals. Doflamingo was another Warlord who abused the system.
The Warlord System was eventually abolished during the events of the Reverie, in Wano Arc because it became clear that these pirates were using their power for personal gain rather than helping the World Government. The government realized that the Warlords had become too much of a threat, and instead of relying on them, they needed a new system to maintain order.
That’s when Vega punk’s Special Science Group came into play. This group, also known as the SSG, is an army of advanced cyborgs and super-powered beings created by the genius scientist, Vegapunk. These technological marvels are far more dangerous and obedient than the Warlords ever were. Unlike the Warlords, who had their own agendas, the SSG operates under the direct control of the World Government.
SWORD
Technically SWORD is a part of the Marines in The World Government who don’t get the same kind of support or protection.
SWORD is a secretive faction within the Marines, working outside of the traditional chain of command. Unlike the regular Marine forces, SWORD operates in the shadows, taking on dangerous missions that aren’t officially sanctioned.
One of the most significant things about SWORD is their role in questioning and challenging the more rigid aspects of the Marines. Regular Marines are expected to follow orders without question, however, SWORD agents don’t always agree with this approach. They often operate with their own sense of justice, working to take down enemies in ways that aren’t always morally clear but might be necessary for the greater good.
For example, in the Wano arc, SWORD agents played a crucial role by infiltrating Kaido’s pirate crew. This mission was incredibly dangerous, requiring them to act like they were part of Kaido’s forces while secretly gathering information to help bring him down. One notable agent, X Drake, was shown to be working undercover within Kaido’s ranks, risking his life to get close to one of the most dangerous pirates in the world.
The World Government Army
The World Government Army oversees all military operations that are directly aligned with the interests of The World Government
The World Government Army serves as the military branch of the World Government, responsible for protecting its interests and enforcing its rule across the seas. While often overshadowed by the Marines, the World Government Army operates separately and focuses more on guarding the World Government’s direct institutions, including Mariejois and the Reverie gatherings, and handling covert operations.
One of the key differences between the Marine and World Government Army is that the World Government Army answers directly to the highest levels of the World Government, including the Gorosei and Imu. The Marines, although powerful, still operate with some degree of autonomy under the banner of “justice”.
This organization is focused on guarding high-level officials, such as the Celestial Dragons and other government leaders, and handling sensitive missions that involve protecting World Government interests behind the scenes.
Kong is a notable figure in the World Government Army who is a former Fleet Admiral of the Marines and now holds the position of Commander-in-Chief of the World Government Army. He is one of the most powerful and respected figures in the organization. Another example of the World Government Army is CP-0.
The Celestial Dragons (Tenryuubito)
The Celestial Dragons are the descendants of the original 19 kings who helped form the World Government 800 years ago.
The Celestial Dragons are the most powerful and privileged people in the One Piece world.. These people consider themselves gods, and they live in the luxurious city of Mary Geoise, located at the top of the Red Line. Because of their lineage, they are untouchable by law and live with absolute freedom, above the common people.
The Celestial Dragons live lives of excess and cruelty. They wear special bubbles around their heads to avoid breathing the same air as regular people and keep slaves for their own amusement. If anyone dares to defy them, the consequences are severe. If a Celestial Dragon is hurt or insulted, an Admiral is immediately dispatched to bring down punishment, showing just how much authority they hold over the rest of the world.
Among the Celestial Dragons, there is a special group called the Holy Knights. These are elite enforcers who operate within Mary Geoise, and their job is to maintain order even among the Celestial Dragons themselves. Although the Celestial Dragons have the freedom to do whatever they want to regular people, they are not completely lawless when it comes to their own kind.
The Gorosei (Five Elders)
The Gorosei, or Five Elders, are the highest-ranking public leaders of the World Government.

For example, they’ve sanctioned brutal actions to maintain control, such as the Ohara Incident, where they ordered the complete destruction of an island simply because its scholars were getting too close to uncovering the secrets of the Void Century.
